Cold Magic and Cold Fire by Kate Elliott:
I really enjoyed these! I like the writing and will definitely be checking out some of the authors other series.
The world building is original and fascinating. It's a kind of bizarre but wonderful mix of... industrial revoltution + African diaspora into Europe + a broken but still around Roman empire + magic (ghouls and mages) + a really neat spirit world + sentient descendants of dinosaurs... it is really cool and I'd love to read more of this world.
Or as it's described on her site: Afro-Celtic post-Roman icepunk Regency fantasy adventure with airships, Phoenician spies, the intelligent descendents of troodons, and a dash of steampunk whose gas lamps can be easily doused by the touch of a powerful cold mage.
